If you need a first-time U.S. passport, or a passport for a child under 16, you have to apply in person at a designated passport acceptance facility — and in thousands of American towns the most convenient one is the public library. Library acceptance agents check your documents, witness your signature on Form DS-11, and send your application to the U.S. Department of State. Many libraries take your passport photo at the same visit, so you can finish everything in one stop.

How library passport service works

Check that you need in-person service. First-time applicants and children under 16 apply in person; most adult renewals go by mail instead.
Book with the library. Most library acceptance facilities work by appointment; a few take walk-ins. Find your library below and confirm its policy and hours.
Gather your documents. Proof of U.S. citizenship, a photo ID plus a photocopy, a completed (unsigned) Form DS-11, one passport photo, and your fees.
Apply in person. The acceptance agent verifies everything, watches you sign, and seals your application to mail to the State Department.
Wait for the mail. Your passport is printed by the government and mailed to you — check current processing times at travel.state.gov.

Can I get a U.S. passport at the library?

Many U.S. public libraries are official passport acceptance facilities designated by the U.S. Department of State. You submit a first-time application (Form DS-11) in person and the library’s staff verifies your identity and documents, then forwards everything to the State Department — the passport itself is printed by the government and mailed to you, not issued at the library.

Who has to apply in person at an acceptance facility?

You must apply in person if it is your first U.S. passport, if you are under 16, if your previous passport was issued when you were under 16, or if it was lost, stolen or issued more than 15 years ago. Most adults who still have their recent passport can renew by mail (Form DS-82) and do not need an acceptance facility.

Do I need an appointment?

It depends on the library. Many acceptance facilities see applicants by appointment only, while some larger libraries accept walk-ins during set hours. Each library in the list above notes its appointment or walk-in policy — always confirm on the library’s own page before you go.

How much do passport services cost at a library?

Fees are set by the U.S. Department of State. A new adult passport book is a $130 application fee plus a $35 acceptance (execution) fee; for children under 16 it is $100 plus the $35 acceptance fee. Many libraries also take the required passport photo for around $15. The application fee is paid to the State Department and the $35 acceptance fee to the library, usually as separate payments. What should I bring to my passport appointment?

Bring proof of U.S. citizenship (a certified birth certificate or naturalization certificate), a valid photo ID such as a driver’s license plus a photocopy of it, a completed Form DS-11 (do not sign it until the acceptance agent tells you to), one passport photo, and your fees. For a minor, both parents/guardians generally must appear with the child.

Can I renew my passport at the library?

Routine renewals (Form DS-82) are mailed directly to the State Department and do not require an acceptance facility, so the library’s role is mainly for first-time and in-person applications. That said, many of the libraries listed here can still take your compliant passport photo for a renewal.
