Virginia's public library network is overseen by the Library of Virginia (Richmond), the state agency that certifies local libraries, funds statewide digital services, and maintains the Virginia Memory digital archive. Libraries are organized as independent city or county systems — or as multi-jurisdiction regional systems such as the Massanutten Regional Library serving Harrisonburg and two surrounding counties, the Handley Regional Library System in Winchester, the Alleghany Highlands Regional Library in Covington, and the Appomattox Regional Library in Hopewell. Cards are free for Virginia residents and unlock in-branch hours and addresses, Libby eBooks, streaming via Kanopy and hoopla, and the statewide Find It Virginia research portal. This directory covers cities from Virginia Beach on the Atlantic coast to Staunton in the Shenandoah Valley and Falls Church in Northern Virginia — select a city below to see its library’s address, phone, hours and services.

Handley Regional Library — Winchester, VA
Designed by New York architects Barney and Chapman to resemble an open book, the limestone Beaux-Arts building at 100 W Piccadilly Street opened in 1913 — funded by the $250,000 bequest of Irish-born philanthropist Judge John Handley “for the free use of the people of Winchester forever.” Listed on both the Virginia Landmarks Register and the National Register of Historic Places, it anchors a three-jurisdiction system serving Winchester, Frederick County and Clarke County.
About Public Libraries in Virginia
Virginia operates more than 90 public library systems — a mix of independent city libraries, county libraries, and multi-jurisdiction regional libraries — serving every corner of the Commonwealth from the Atlantic coast to the Appalachians. The Library of Virginia (lva.virginia.gov), headquartered in Richmond, acts as the state library agency: it certifies local libraries, administers state aid, maintains the Virginia Memory digital archive of historical photographs and manuscripts, and funds the statewide Find It Virginia database collection available to every resident free of charge.
All Virginia public library systems participate in Libby / OverDrive, letting cardholders borrow eBooks, eAudiobooks and digital magazines from their phones at any hour. Most systems also offer Kanopy (30,000+ films and documentaries) and hoopla (movies, music, comics and audiobooks with no waitlists), plus the statewide Find It Virginia portal at finditva.com — which provides free access to research databases covering consumer information, genealogy, health, legal forms, and academic articles for every Virginian with a valid library card.
