The branch began in 1989 as the College Hill Public Library serving east Tampa's historically African American community, and was renamed in 2010 for C. Blythe Andrews Jr., publisher of the Florida Sentinel Bulletin. The current 25,000-square-foot building was dedicated in May 2019 and holds the Florida Sentinel Bulletin bound volumes (1945-2010) and microfilm as a unique archive.
