<p>NewHolly was built from the ground up after 1995 when the Seattle Housing Authority redeveloped the World War II–era Holly Park housing project into a mixed-income, new-urbanism neighborhood. The branch library was designed as part of the neighborhood's Campus of Learners — a planned cluster of educational and community institutions that includes a South Seattle College learning center offering ESL, ABE/GED, and workforce retraining programs, a jobs center, and tutoring services. The building is fully accessible, reaches the light rail network, and maintains language collections in Amharic, Oromo, Somali, Tigrinya, and Vietnamese — reflecting the East African and Southeast Asian communities that make up a significant share of the surrounding households.</p>
