It anchors library service for West Baltimore neighborhoods including Sandtown-Winchester, Penn-North, Druid Heights, Upton, Reservoir Hill, and Bolton Hill, communities tied to the legacy of nearby Pennsylvania Avenue, the historic heart of Black Baltimore's arts and entertainment scene.
