Jackson County Library Services traces its origins to 1919, when the Medford Library Board contracted with Jackson County to create a hub-and-branch network; by 1923 the system held roughly 13,000 volumes and was second in size only to Multnomah County in Oregon. A 2014 ballot measure established JCLS as an independent library district with dedicated tax funding, securing its future after a historic 2007 closure that shut all 15 branches for months.
