📚 About Harris County Public Library
Harris County Public Library (HCPL) is the county-wide public library system for Harris County, Texas, operating 26 branch libraries plus mobile outreach. It serves unincorporated Harris County and many surrounding communities — from Katy, Cypress and Tomball in the west to Humble, Atascocita and Kingwood in the north and La Porte, Seabrook and Clear Lake in the southeast.
HCPL is not the same as the Houston Public Library. The City of Houston runs its own separate system; HCPL covers the county around and between Houston's city limits. The two cooperate through a reciprocal OverDrive/Libby agreement, but they are distinct library systems with their own branches and cards.
HCPL circulates nearly 14 million items a year, ranks among the top systems worldwide for digital circulation, and received the 2023 National Medal for Museum and Library Service. This page lists 25 HCPL branches we have individually verified, each with address, hours and services on its own page.
📱 Free digital access with your card
A free Harris County Public Library card unlocks ebooks and audiobooks through Libby (OverDrive) — including a reciprocal agreement with Houston Public Library — plus music on Freegal, newspapers and magazines on PressReader, the Houston Chronicle archive via NewsBank, and LinkedIn Learning. HCPL is also a TexShare member, so your card works at participating Texas libraries.

❓ Frequently asked questions
Is Harris County Public Library the same as Houston Public Library?
No — they are two separate systems, and this is the most common point of confusion. Harris County Public Library (HCPL) serves unincorporated Harris County and surrounding communities (26 branches), while the City of Houston runs its own independent Houston Public Library (HPL). The two share a reciprocal OverDrive/Libby ebook agreement, but they are distinct systems with their own branches, cards and boards.

Is a Harris County library card free, and who can get one?
Yes. HCPL cards are free to people of any age. Harris County and Texas residents can get a full-service Knowledge Card; non-residents who live elsewhere in Texas can get one in person at any branch with a photo ID. HCPL also offers a digital-only iKnow card and a TexShare card.
