The Orangeburg County Library Commission has served Orangeburg County since 1936, when the county's first bookmobile made its inaugural trip on September 28 of that year with a stock of 425 books and 150 story booklets produced by WPA workers. Library services moved to a permanent building on Russell Street over the decades, and in 2021 the county opened an entirely new $9.2-million Library and Conference Center at 1645 Russell Street — a 50,000-square-foot facility designed by Studio 2LR architects with a 48-computer public lab, two meeting rooms (one holding 200 people), an art studio, a 10,000-square-foot 450-seat conference center, an outdoor amphitheater with a movie screen, and a walking track on the grounds. The library participates in South Carolina's DISCUS program, giving every cardholder free 24/7 access to thousands of magazines, newspapers, databases, genealogy tools, and more. The mission of the Orangeburg County Library is to educate, inform, and enrich the library community.
