Library service in Decatur County traces to the Jeffersonian Library and Literary Association founded in Bainbridge in the early 1880s; the Decatur County Library Association was organized on March 14, 1896, and the library was officially established in 1902. A dedicated library building was constructed in 1940 as a joint enterprise between Decatur County and the City of Bainbridge. In 1952 the Decatur-Seminole Regional Library was formed, a forerunner of today's Southwest Georgia Regional Library System, for which the Gilbert H. Gragg Library serves as headquarters.

Offers classic and bestselling fiction and nonfiction, audiobooks on CD, large-print materials, music CDs, and DVDs, plus genealogy resources and public-access computers. Cardholders have PINES membership for statewide borrowing across participating Georgia public libraries, and free access to GALILEO, Georgia's virtual library.
