The City Heights/Weingart Library opened in November 1998 as the anchor institution of the City Heights Urban Village, a landmark public-private partnership between the City of San Diego and Price Charities — the philanthropic arm of Sol Price, founder of Price Club. The two-story building sits adjacent to Officer Jeremy Henwood Memorial Park and was designed as part of a holistic revitalization of one of San Diego's most densely populated communities: City Heights, a 4-square-mile neighborhood of roughly 85,000 residents where over 30 languages are spoken and more than a third of the population is foreign-born. The library is named in recognition of the Weingart Foundation — established in 1951 by Los Angeles philanthropist Ben Weingart and his wife Stella — which has distributed more than $1 billion in grants to Southern California nonprofits focused on economic and social equity. Today the branch consistently ranks as SDPL's busiest location for public computer use, serving 12,000–13,000 visitors each month. Connected to the library is the City Heights Performance Annex, the only city-owned black box theater in San Diego, which hosts dance and music performances and opens to an outdoor amphitheater stage facing the park.
