The Haleyville Public Library is a branch of the Carl Elliott Regional Library System (CERL), which spans Winston and Walker counties in northwestern Alabama. Haleyville (pop. 4,361) is the largest city in Winston County and holds a unique place in American history: on February 16, 1968, the nation's very first 9-1-1 emergency telephone call was placed here, a distinction commemorated in local history collections. The library is named in the spirit of Carl Elliott, the Alabama congressman who authored the 1956 Library Services Act — the first federal legislation to fund public library service in rural America — and who received the inaugural John F. Kennedy Profile in Courage Award in 1990.
