The Charles W. Turnbull Regional Library is the primary public library serving St. Thomas and the surrounding islands of the U.S. Virgin Islands. It is administered by the Division of Libraries, Archives and Museums (DLAM) of the Department of Planning and Natural Resources (DPNR). The library was named by Virgin Islands Act 7246, signed on April 9, 2011, in honor of Dr. Charles Wesley Turnbull (1935–2022) — a Charlotte Amalie native who served as professor at the University of the Virgin Islands, Commissioner of Education and, from 1999 to 2007, as the sixth elected governor of the U.S. Virgin Islands. The same act awarded Turnbull the Virgin Islands Medal of Honor, the territory's highest civilian recognition. The facility replaced the older Enid M. Baa Library downtown as the main St. Thomas public library when it opened in 2012. Note: The library was closed for renovations in August 2023 (roof replacement and structural work by Four Star Construction).
