<p>The Otay Ranch Library opened in 2015 inside the Otay Ranch Town Center shopping area, designed by Group 4 Architecture to bring library services directly into an active retail and dining destination in the rapidly growing eastern Chula Vista master-planned community. The branch quickly became one of the busiest passport acceptance facilities in San Diego County, offering convenient same-week and next-day appointments, on-site passport photos, and travel-themed programming including <em>Little Passports</em> story times. In 2017, the U.S. Department of State named it the National Passport Acceptance Facility of the Year, recognizing its welcoming atmosphere, efficient operations, and family-friendly surroundings. In February 2024 the library temporarily closed its original Suite 407 location and relocated to the larger Suite 1103 — more than 600 square feet of additional floor space — opening in April 2024 with expanded study seating, movable community-room furniture, and updated collections. The branch serves the diverse, young families of the Otay Ranch and Millenia neighborhoods and shares its home with the adjacent Otay Ranch Town Center food court, play areas, and retail shops.</p>
