Situated at 104 California Avenue in Council, Idaho, the Council Valley Free Library is the sole public library serving Adams County, a sparsely populated region of the western Boise Mountains. Council itself was incorporated on January 20, 1903, after growing rapidly as the gateway town for miners heading to the Thunder Mountain goldfields; the county seat designation followed in 1911 when Adams County was formed from the northern portion of Washington County.
